A governance that supports our values


The governance put in place by France2025 has 3 goals in mind: implement collective intelligence to ensure clear-sighted management, unite stakeholders by listening to one another and working as a team, and promote the values of France2025

Board of directors

France2025 is a non-profit organisation governed by the French law of 1901. Its board of directors is formed of leading business and institutional figures to guarantee a comprehensive vision of what a major international sports event should be in terms of meaning and utility. The board approves the project’s strategic directions and the budget and oversees their implementation.


Luc LacosteChair

Luc Lacoste was appointed chair of the Fédération Française de Rugby à XIII (French Rugby League Federation) in 2020 and is vice chair of the European Rugby League. He is also administrator of the International Rugby League.
Luc has been elected chair of the France2025 association.
He was a shareholder and director of a car park company. An avid sports enthusiast, he was vice chair of USAP XV from 2014 to 2018 and gives talks on the similarities between the sporting and business worlds.
He is a Knight of the National Order of Merit.

Albert CerroVice President

After studying engineering, Albert Cerro pursued a career in the aerospace sector. Always passionate about sport and sailing in particular, he discovered rugby league in the early 2000s, drawn by the game and the atmosphere it created. He retired in 2020 and now holds several voluntary posts in the areas of energy and rugby league, such as administrator of Toulouse Olympique XIII.

Jean-Pierre MorataSecretary

Jean-Pierre Morata is an elected member of the Fédération Française de Rugby à XIII (French rugby league federation) management committee, in charge of regulatory and legal affairs.
A former lawyer specialising in business law, he is now a sports law consultant.

Albert SantallusiaTreasurer

Albert Santallusia worked his entire career in the banking sector, in France and internationally. An avid sports fan and former rugby player, he is in charge of the finance committee of the French rugby league federation (Fédération Française de Rugby à XIII).

Etat Français

The State is represented by the Délégation Interministérielle aux Grands Evènements Sportifs (interministerial delegation for major sports events).

Dominique Baloup
Dominique Baloup is secretary of the French rugby league federation (Fédération Française de Rugby à XIII).
In addition to having a career as a head teacher, he was an international player and captain of the French rugby league team. Until 2021 he was also chair of Format Difference, a training body specialising in the health, social and medical-social care sector and a member of the national ASEI office, a  non-profit providing support to people with disabilities.

Laurent Borey

Laurent Borey is a tax lawyer at Barreau de Paris.
Founder of the Paris office of firm Mayer Brown, he primarily advises investment funds, directors and industrial groups on organising their merger, acquisition or restructure operations.

Muriel Conin Legrand

Muriel Conin Legrand has 15 years’ experience in administration and legal management in the non-profit sector. She specialises in the prevention of occupational risks and the protection of the rights of individuals injured at the workplace or with disabilities.
She also campaigns to combat violence against women.

Mercedes Erra

Mercedes Erra is founder and chair of BETC Groupe, France’s leading publicity agency. 
A graduate of HEC business school and Sorbonne University, she specialises in construction and the management of large companies such as Danone, Air France and Evian. She also supports numerous human and women’s rights causes: she co-founded the Women’s Forum for the Economy and Society, she is chair of the French committee of Human Rights Watch and the board of France’s national history and immigration museum, and is Vice President of UNESCO’s French commission.

Brigitte Henriques

Brigitte Henriques was elected president of the French National Olympics and Sport Committee (CNOSF) in 2021. 
An international football player (31 French team selections and 3 French championship titles to her name), she became a football coach, general manager of Paris Saint-Germain women’s squad and qualified PE teacher.
Since 2011, she has held director-level roles in French sport. She was secretary and then VP of the Fédération Française de Football (French football federation) in charge of feminising the sport, and was co-chair of the organising committee of the 2019 FIFA Women’s World Cup.
She is a Knight of the National Order of Merit.

Cécile Hernandez

Cécile Hernandez is a professional snowboarder in the French Paralympic team and won gold at the Beijing 2022 Winter Paralympics. She divides her time between snowboarding, leading conferences and campaigning for the recognition of invisible disabilities.
After a career as a BMX racer and then snowboarder, she developed multiple sclerosis and was forced to retire from the sport in 2002 and turned to journalism. She first discovered para snowboard in 2013 and won silver medal at the Sochi 2014 Paralympic Games and then silver and bronze at PyeongChang in 2018. 
She is a Knight of the Legion of Honour and Officer of the National Order of Merit.

International Rugby League

The International Rugby League is represented by its secretary Danny Kazandjian, permanent guest of the board of directors.

Danny Kazandjian is secretary of the International Rugby League.
After starting his career in the media reporting on rugby league, he moved to Lebanon to develop the sport there. He was general manager of the European Rugby League Federation before being made the first secretary in the history of the International Rugby League.

Frédérique Jossinet

Frédérique Jossinet is vice chair of the women’s football committee at UEFA and vice chair of the Fédération française de Judo (France’s judo federation), in charge of performance and high level athletes.
After a career as an international judokate (world number one, Olympic vice champion, six times medal winner at the world championships, double world champion in a team and three times European champion), she turned to management roles in the French and international sports ecosystem. She headed the development of women’s football and feminisation of the sport at the Fédération Française de Football (French football federation) from 2014 to 2021 and was in charge of impact, heritage and CSR for the 2019 FIFA World Cup.
She is a Knight of the Legion of Honour and Officer of the National Order of Merit.

Lionel Rimoux

Lionel Rimoux is general inspector of the sustainable development administration.
After studying engineering, he led numerous international institutional cooperation programmes and was a member of several ministerial offices. He is currently a permanent member of France’s general council for the environment and sustainable development.

Michel Wiener

Michel Wiener is chief executive of France2025 after leading its candidacy as executive director.
With a background in marketing and communications and extensive knowledge of the sports sector, Michel Wiener held senior executive roles at the La Poste group for 33 years. Previous achievements include organising the Paris leg of the Olympic torch tour of the 1992 Winter Olympics, managing for La Poste the 1998 football world cup matches played in Bordeaux and Toulouse, being director of the Euro 2016 mission (UEFA and La Poste partnership) and participating in the work of the 2023 rugby league world cup’s candidacy committee.

 

The ethics and CSR committee

The ethics and CSR committee was set up to ensure the project’s values are respected in the strategic and operational plans. It oversees the recruitment and remuneration policy, the CSR strategy, and strict compliance with GDPR rules and ethical obligations. It advises on the choice of partners.

Anne-Marie Heugas

Anne-Marie Heugas is a lecturer at the sport sciences faculty of Paris-Saclay University and Vice President in charge of sport at public schools for the east of Ensemble-Grand Paris (93) after being in charge of sport policy for Montreuil until 2020.
She feels that sport is one of the few activities that can promote real social inclusion, integration and fulfilment for young people from deprived backgrounds as well as a driving force for environmental protection.

Michel Wiener

Muriel Barnéoud

Muriel Barnéoud has been director of social engagement for the La Poste group since 2017.
She was previously deputy managing director for mail then chair and CEO of Docaposte, a subsidiary of La Poste specialising in the digital and mobile transition of companies and institutions. Strongly invested in the digital and transformation fields of organisations, she is an independent administrator for several firms and the boards of several top-tier universities.
She is a Knight of the National Order of Merit.

Maël Besson

Maël Besson is an independent consultant who helps sports organisations, businesses and regions incorporate environmental objectives into their activities.
A member of the French ministry of sport’s sports and sustainable development task force from 2010 to 2018 , he supported major international sporting events through the development of their CSR policies. He then led the sports strategy for WWF France until 2021. 

Max Bouchet-Virette

Max Bouchet-Virette is an HR professional with 30 years’ experience working for major international sports events.
He began his career at Alstom before overseeing human resources for the 1992 Winter Olympic Games in Albertville, the 1998 Football World Cup, the 2003 World Championships in Athletics, the 2007 Rugby World Cup and Euro 2016. He has also advised the organisers of the Mediterranean Games, the Africa Cup of Nations and the Youth Olympic Games.

Damien Combredet-Blassel

Damien Combredet-Blassel is assistant director for impact and heritage of the Paris 2024 organising committee and delegate general of the Paris 2024 endowment fund. He led the organising committee’s ’Bouger plus’ strategy to promote physical exercise and sport and the impact evaluation programme for the Olympic Games.
He previously held various posts at the Senate, in ministerial offices, an independent public authority and the Paris city council, where he participated in Paris’ candidacy for the 2024 Olympic and Paralympic Games.

Laure Kermen

Laure Kermen is director of social engagement and CSR performance for the ADP group.
After a career as a notary, she entered politics and worked for several ministerial offices from 1997 to 2014. She participated in the reform of the active solidarity income (RSA) with Martin Hirsch before setting up the Service Civique agency. First director of citizen engagement for the ADP group, she headed the partnerships and sponsorship policy there along with the corporate foundation specialising in education and combating illiteracy and the endowment fund particularly focused on training and getting young people into work.

Soisic Le Bourg

Soisic Le Bourg is the sales and marketing director at France2025, following 18 years working in the entertainment and sport sectors and in the management of the ticketing business unit processing millions of tickets. She is also overseeing France2025’s CSR strategy. 
She started her career as key accounts sales manager at Futuroscope then handled the commercial launch of Stage Entertainment in France, an international entertainment company and owner of the Mogador Theatre in France. She also managed ticketing and e-commerce platform development business units in the entertainment sector in France and the UK. She recently held the post of sales and marketing director for the development of major events in the La Poste group.
